efforts to protect the dignity of human life.”

He was so instrumental in passing one piece of pro-life
legislation that it was named after Todd Tiahrt.
The Tiahrt Amendment specifically defines voluntary to ensure that population programs
supported by the United States are truly voluntary and not coercive by
prohibiting numeric targets or quotas as well as bribes to women who choose to
accept family planning services. The amendment requires informed consent
including information about benefits and risks associated with family planning
and sets guidelines for use of experimental methods of family planning.
The Tiahrt amendment is working to protect international
women from aggressive coercive family planning programs funded by USAID. In
2006, three violations or vulnerabilities were identified and corrected by USAID.
